The chapter investigates whether the digital transition of the education system can effectively support inclusion or risks becoming a new source of inequality. Building on the lessons of the COVID-19 pandemic, it shows that the digital divide is not merely a matter of individual skills or economic means, but also depends on infrastructural endowments and territorial disparities. Against this background, the analysis reads the Italian National Plan for the Digital School and the measures introduced by the National Recovery and Resilience Plan — in particular the "School 4.0" line and the interventions against educational poverty — arguing for a systemic, multidimensional approach in which infrastructure, organisation, teacher training and the "educating community" jointly ensure the effectiveness of the right to education and the construction of substantive equality.
