This essay examines the right to the city and urban regeneration as legal-administrative tools for fostering territorial resilience and sustainability. Building on the multidimensional dimension of property and the constitutional principle of solidarity, the authors argue that urban regeneration goes beyond a purely building-oriented logic, embracing the social, economic, environmental and cultural dimensions of inhabited space. The analysis reflects on the evolution from a hierarchical, top-down planning model towards a participatory, systemic governance based on coordination between public and private actors. Particular attention is devoted to the regeneration of historic centres and brownfield sites, to the legal instruments enabling shared interventions (such as the consorzio del comparto and Law 166/2002), and to the redefinition of citizenship through spatial belonging. Urban regeneration thus emerges as a paradigm capable of reconciling individual rights, collective interests and the protection of territorial heritage, fostering inclusive and sustainable communities.
