This essay reflects on inclusion as a complex administrative process, to be addressed through a "network" approach to person-centred public services. Moving beyond a sectoral reading of social rights, the analysis frames inclusion as a precondition for cohesion and sustainability, anchored in the constitutional principle of substantive equality and in the capability approach. Within this framework, the contribution examines the impulses provided by the National Recovery and Resilience Plan (in particular Missions 5 and 6) and by the enabling law on disability, with specific attention to the education system and to its planning tools — the Individualised Educational Plan (PEI) and the Personalised Didactic Plan (PDP) — as concrete devices through which the multi-actor and multilevel network can guarantee equal opportunities, the co-design of the "life project" of the individual and the effectiveness of fundamental rights.
